    Incumbent: Representative Jen Kiggans, Republican

    Jennifer Ann Kiggans is an American politician and nurse practitioner serving as the U.S. representative for Virginia's 2nd congressional district. A Republican, Kiggans is a former United States Navy helicopter pilot. She defeated incumbent Elaine Luria in the 2022 election and was re-elected in 2024.

    She is next up for re-election in 2026.

  • Nila Devanath

    Dr. Nila Devanath is a Harvard lawyer, Yale medical doctor, and the proud daughter of immigrants from Bangladesh who made their home in Hampton Roads over forty years ago. Her mother’s work for the Navy with TRICARE and the military families around her taught Dr. Devanath that strong communities are built by looking out for one another.

    That belief has guided her life’s work, from standing up for survivors of domestic violence as a lawyer at a legal aid clinic to caring for veterans, families, and neighbors as a hospital physician during the 2020 COVID pandemic and beyond.

    Every day, Dr. Devanath sees the human cost of Washington’s failures as patients skip care because they cannot afford it, families are forced to choose between medicine and paying their bills, and veterans wait months for care they urgently need.

    She is running for Congress to fix a broken health care system, bring down the cost of living, and make sure no one in Hampton Roads goes bankrupt just because they got sick.

    Dr. Nila Devanath has spent her life fighting for people’s lives, and she is ready to do the same in Congress.

  • Elaine Luria

    Elaine Luria served as the Representative for Virginia's Second Congressional District from 2019-2023. While in Congress, she served as the Vice Chair of the House Armed Services Committee and as a member of the House Committee on Homeland Security and the House Committee on Veterans' Affairs. She also served as a member of the House Select Committee to Investigate the January 6 Attack on the United States Capitol.

    In Congress, Luria championed a strong military; her work consistently resulted in increased defense budgets, emphasizing shipbuilding and improving key capabilities in the Pacific. Luria was instrumental in the passage of the PACT Act, greatly increasing access to care for veterans with health conditions related to toxic exposure, such as burn pits. She was also a consistent voice on advanced nuclear technology, passing bipartisan legislation to field advanced reactor demonstration projects. As a member of Congress, Rep. Luria was consistently lauded as one of the most bipartisan legislators and as the “most effective” freshman member of the House.

    Before her election, Luria served two decades in the United States Navy, retiring at the rank of Commander, serving at sea on six ships as a nuclear-trained Surface Warfare Officer, with six deployments to the Middle East and Western Pacific, culminating her Navy career by commanding a combat-ready unit of 400 sailors. Luria graduated from the U.S. Naval Academy with a B.S. in Physics and History and received a Master's in Engineering Management from Old Dominion University.

  • Patrick Mosolf

    Patrick Mosolf brings to the campaign a background in international development, governance, and human rights, shaped by extensive experience working on issues of poverty, democratic institution-building, and rule of law.

    Raised in Point Pleasant, Ohio, Mosolf was a National Merit Finalist and attended Northwestern University, where early exposure to civil rights activism influenced his commitment to public service. Following college, he directed a homeless shelter in Cincinnati and subsequently worked on election monitoring and humanitarian programs in Cambodia, Liberia, and other international contexts. Mosolf later earned a Master’s degree in Human Rights, Development and Social Justice in The Hague.

    Professionally, Mosolf has held roles focused on governance and civil society strengthening, including serving as a Democracy and Governance Advisor with the U.S. Agency for International Development (USAID), and as Head of Programmes for Voluntary Service Overseas. His overseas assignments included work supporting refugee communities, promoting human rights, and advancing rural livelihoods.

    Mosolf’s campaign for Virginia’s Second District emphasizes restoring democratic norms, promoting effective governance, and addressing economic pressures on families through attention to cost of living concerns such as housing, healthcare, and education. He resides in southeastern Virginia with his wife and two children.

  • James Osyf (Campaign in Suspension)

    James Osyf, a first-generation Ukrainian American, was raised by a family who sought refuge from the oppression of post-war Europe to ultimately realize the American Dream. Inspired by their hardship and sacrifice, including military service spanning from WWII through Vietnam, James graduated from the U.S. Naval Academy, and later continued his education at the Harvard Kennedy School and Georgetown Law. His Navy career began in Virginia Beach, where he deployed twice to the Persian Gulf aboard the fast-attack submarine USS Norfolk. Following additional tours of duty—from Submarine Rescue Command to the Pentagon— James returned to Virginia Beach, where he continues to serve today, supporting U.S. Second Fleet operations as a Commander in the Navy Reserve.

    James has also emerged as a business leader in the private sector, working to strengthen national security by revitalizing the defense industrial base. As an advocate and mentor, he remains a steadfast champion for the underrepresented, giving voice to, and empowering, all aspects of our society to reach our collective potential. He attributes his professional success to his service to country, and, in turn, hopes to use his broad experience to continue to serve the public interest. After watching as mismanagement of our most critical federal functions has harmed our national security, veterans, and America’s standing on the global stage, James is stepping up to run for Congress to restore integrity and competence to Washington.

    James believes in the power and promise of government to deliver for the American people. He is also determined to stop its transformation from a protector of liberty into a tool that reinforces inequity and stifles dissent. His principled and pragmatic leadership approach is a refreshing alternative to the chaos engulfing the political process today.   • Matt Strickler, Congressional Candidate

    Matt Strickler

    Matt Strickler grew up in a middle-class family, the son of a public school teacher and a Virginia Military Institute graduate who worked hard and taught him fiscal responsibility and the importance of service. Both his parents were raised in Virginia Beach and as a kid he spent summers with his grandparents on the Eastern Shore, where he worked for his grandfather – a World War II veteran – and developed a lifelong love for the outdoors and a deep connection with the Chesapeake Bay. Today, Matt lives on the Shore with his wife Laura and their rescue dog, Hooper. He raises oysters and fishes when he can.

    Matt’s passion for the Bay led him to a career in public service. He worked his way through college at Washington and Lee and graduate school at William and Mary and the Virginia Institute of Marine Science. Matt has served at the National Oceanic and Atmospheric Administration (NOAA), the Natural Resources Committee for the House of Representatives, as Deputy Assistant Secretary for Fish and Wildlife and Parks at the Department of the Interior, and as a close aide to then-Senator Ralph Northam, working on constituent services and legislation to improve life and the economy in Hampton Roads and on the Eastern Shore.

    Matt was honored to serve as Virginia’s Secretary of Natural Resources and Historic Resources and Chief Resilience Officer under Governor Northam, where he oversaw five state agencies with more than 2,000 employees and managed a half-a-billion dollar budget. As Secretary, Matt led the strongest Bay cleanup effort in Virginia history, developed Virginia’s first coastal resilience master plan, and worked with the General Assembly to help communities across the Commonwealth fight back against flooding. He also took on special interests to reduce air and water pollution, promote affordable clean energy, fight climate change, and conserve marine resources like oysters, striped bass, and Atlantic Menhaden.

    Matt believes in working hard, leading by example, and above all, listening. His motivation has always been serving others, not promoting himself. In Congress, Matt will work every day to restore accountability and make our economy work for regular people again. He’ll fight to bring down the cost of energy, health care, and housing, and to make government more efficient and transparent so it respects and serves taxpayers and shows them how they are helping make our country a better place. And unlike our current Congress, Matt will have the courage to be an independent voice who will stand up against policies that hurt Virginia, no matter who is in the White House.

  • Nicolaus Sleister, Congressional Candidate

    Nicolaus Sleister

    Nicolaus Sleister is running on a platform centered on community resilience, economic opportunity, and expanded access to affordable health care and education.

    Sleister is a military spouse and working-class father who chose to make Hampton Roads his family’s home. His professional background includes leadership in physical security and homeland security, where he has more than a decade of experience addressing real-world safety and resilience challenges. This work, he states, shaped his perspective on the importance of strong communities and responsive governance.

    Throughout his campaign, Sleister has emphasized the everyday pressures facing families in the district, such as rising costs of living, health care access challenges, and the need for stable good-paying jobs. He has framed his candidacy around the belief that government should work for all residents, not just the wealthy or party insiders, and that diverse communities are strengthened by inclusive representation.

    In announcing his run for Congress, Sleister highlighted his commitment to supporting veterans and service members, improving public schools, and expanding economic opportunity across urban, suburban, and rural parts of the district.

    Sleister’s campaign notes his focus on grassroots organizing and community engagement as foundational to his effort to represent Virginia’s 2nd District in the U.S. House of Representatives.

    Senator Mark Warner, Democrat

    Mark Robert Warner is an American businessman and politician serving as the senior United States senator from the state of Virginia, a seat he has held since 2009. A member of the Democratic Party, Warner served as the 69th governor of Virginia from 2002 to 2006.

    Delegate Otto Waschmann, Republican

    H. Otto Wachsmann Jr. is an American politician and pharmacist who is a member of the Virginia House of Delegates for the 83rd district. He was elected to the Virginia House of Delegates 75th district in November 2021 and assumed office on January 1, 2022. Due to redistricting, Wachsmann’s district became the 83rd district.

    Delegate Nadarius Clark, Democrat

    State Delegate, District 84

    Nadarius Clark worked as a campaign organizer for Tim Kaine from when Senator Kaine was Virginia’s Governor. Clark became the youngest ever representative at 26 years old. The minimum age to be a representative is 21 years old.

    At the start of the 2024-2025 session, Clark introduced a bill that would prohibit the collection of medical debt if collection proceedings didn't start within 3 years of the due date on the final notice.

    In February 2024, Clark introduced a bill to cap rising rents.

    In 2025, Clark was re-elected. He is next up for election in 2027.

    Governor Elect Abigail Spanberger, Democrat

    Abigail Anne Davis Spanberger is an American politician and former intelligence officer who is the governor-elect of Virginia. A member of the Democratic Party, she served from 2019 to 2025 as the U.S. representative for Virginia's 7th congressional district.

    Spanberger was elected governor of Virginia in 2025, defeating Republican nominee Winsome Earle-Sears. Upon taking office, she will be the state's first female governor.

  • Ghazala Hashmi, Democrat

    Lieutenant Governor Elect Ghazala Hashmi, Democrat

    Ghazala Firdous Hashmi is American politician, academic administrator, and educator who is the lieutenant governor-elect of Virginia. A member of the Democratic Party, she has served as a Virginia state senator for the 15th district since 2020. She is the first Asian American and Muslim elected to statewide office in Virginia, along with being the first Muslim woman to win statewide office anywhere in the United States. 

    Born in India and raised in Georgia, Hashmi earned a PhD in English from Emory University. In 2019, she was elected to the Virginia General Assembly and re-elected in 2023. As the Democratic nominee in the 2025 Virginia lieutenant gubernatorial election, Hashmi defeated Republican nominee John Reid by a margin of 11 percentage points.

    Attorney General Elect Jay Jones, Democrat

    Jerrauld Charles Corey "Jay" Jones is an American politician and attorney who is the attorney general-elect of Virginia. A member of the Democratic Party, he previously served as a member of the Virginia House of Delegates for the 89th district from 2018 to 2022.
    Jones won the 2025 Virginia Attorney General election by a six percentage point margin defeating incumbent Republican Jason Miyares.  Jones will be the first African American to serve as the attorney general of Virginia.
